perhaps the government is holding publication so as to not alert the public of a viable treatment before it is approved and/or ready for distribution.

With all due respect, this is so far-fetched a hypothesis that its smacks of desperation. And I hate to say I am close to be in sympathy with the last. To begin with, the public does not read NEJM or Lancet, neither most MDs in this country do. That part of medical profession, mostly MD-PhD, who do, have already read BP's piece in pre-print. The issue of its officially vetted publication is not about its knowledge at all. It's just another latmus test of the System just as our poor dear BLA is not about the drug's safety and effectiveness but about how many tricks the FDA has up their sleeve to kick it down the road year after year. And btw also about the CYDY's BoD and its core shareholders's bolas to take the FDA to court. Just recently it was revealed that two editors of leading medical journals, NEJM and Lancet, whined IN SECRET that Big Pharma MAKES them publish fake trials results. These revelations have not been denied. And they produced ZERO reaction from TPTB! Just think of it! It's now a public knowledge that medical journals are complicit if unwillingly in BP's criminal activities against the people of United States and, given their vaunted international credentials, against people around the world. And no one talks about this scandal in this country. It is only thanks to the French who have preserved a modicum of their revolutionary past that we learned about it. But then why those editors agree to take part in these crimes? Because BP is much more than Gilead, Regeneron and the rest of them. BP is a central part of the System which includes government and its agencies, medical publishing and medical/health related mass media, medical establishment/power, all those foundations and lobbyists, health insurance companies, hospitals, medical schools, and on and on. BP is an octopus of the mega corporate and mega government matrix we all are imprisoned within for better or for worse.
