Do I think that those Universities are doing QD/nano research? Yes, probably the Indian Institute of Technology Guwahati (IITG).
Do I think AMTRON "farmed out" their R&D to that university? No.
I think AMTRON remains focused on providing IT services to Assam and is not doing R&D on QD/nano applications, which is not their expertise.
Do I think AMTRON ended up paying QMC for the reactors based on signing the LOC? Yes. And was AMTRON happy that the reactors were sitting in storage and not being used? No.
Was there a ready market in India for nano-particles to be applied to PPE? Apparently based on news articles.
Did IITG or other labs in India have the capability to supply those nanoparticles back in March or April? Maybe.
Did IITG and the other labs lock up the Indian supply contracts before AMTRON could make their proposals to get funding and permission from the government? Maybe. Especially if QMC, who already had operating reactors and the proper know how, got locked out of supply contracts for PPE coatings in the US (see post no. 14899).
Maybe the Indian supply chain couldn't produce enough, so the AMTRON reactor capacity was needed.
In that case I could see AMTRON "farming out" the use of their reactor to IITG or another company with a wet lab available. A lease, a JV, or some kind of agreement or contract would be needed.
QMC would have to be part of the new agreement since I don't think this type of arrangement is covered by the existing QMC/Amtronics/AMTRON Licensing Agreement.
Putting a reactor in service and generating some revenues from the sale of nano-particles for PPE for AMTRON and QMC would be good at this time, but I don't see it as a whole new R&D effort. Just a manufacturing agreement that puts unused equipment into service.
