Also possible that the companies funding hundreds of millions into Advantage Assam might strike a temporary deal for outside Assam Manufacturing so they can get started before their factories are built.
I know from my cursory research of Assam that there are existing businesses in the state there already that could use QD. I'm just saying it's possible. I highly doubt everything went to a full stop like Ted thinks.
