I have been in a stock when the name changed, but never for an uplist.
When they changed Elite Books to Elite Group (2+ years ago), the symbol became some kind of number for 2 or 3 days, and it was not possible to place orders during that time. Then the number changed back into the stock symbol, and we were back to normal trading.
I forget the exact duration of the process, but it was no more than 3 days. Interestingly, the stock did have some volume during that time, but nobody with a retail account was able to place orders.
