With no vaccine, it's more important to develop effective treatment. Problem is you could catch the virus again. For treatment to be effective, you have to detect the virus early. To do that you need testing before interacting in groups so that all in the group are safe.
There is probably 48 to 72 hours between getting the virus and possibly being contagious. My personal opinion, that's the window at it's tightest. Anything longer increases the odds. Maybe a company tests all it's workers Monday morning for the week and encourages the workers for safe practices.
I believe at some point the Federal government has to change its mind about testing and release the roughly $15B in testing money in the funding bill that was passed and signed, and the FDA has to approve more antibody tests. IMO.
