Maybe because jBI consulted their lawyers about taking advantage of what appeared on the internet and were told that if they used such ambiguous language they would not be accused of lying or sued for misrepresentation. What appeared on the internet was either a fake created by JBI or someone else without JBIès knowledge. Personally, I don't think it is real. It does not make specific reference to the link where the document was, it could be any old document. And, the wording probably allows them to wiggle out of being accused of outright lying. In  a backhanded way, the JBI P asserts the wild claims made in the document as being true, without coming out and saying it.
