No truer words have been spoken today. I'm part of a three person partnership that is very good at what we do in the rail industry (keep reading - I'm not just polishing our company's apple! LOL). However, we have lost numerous jobs to large engineering firms claiming to do the same thing (which is quite specialized) - the feedback we have gotten from the potential client has been "we can't risk a $500 million project on a small company like yours, so we went with XXXX because they have 25,000 people and are well known". We have had multiple laughs (at least 5 times in the last 5 years) when the same non-rail client comes back to us a couple of years later to review and redo the work that large company did, because the railroads didn't accept their findings/results/recommendations.
I am sure the gov't is exactly the same - if you have a choice of a vaccine with a $20 billion company or a $45 million dollar company, who are you going to choose if your name is on that decision? Of course, you don't always get what you think you're paying for, so maybe a little more research isn't a bad thing, even if it tells you to go with the little guy...
