I don't think he misspoke this time, it is no more complicated than this. Samsung is a new supplier and the samples/1st order have to go thru the FDA clearing process whatever that entails. NP touched on it twice in this video. He has been obtuse about the details in the past for many reasons, we can each pick our own, I think it fits into a time line they established for the entire plan. That is; why order a monster supply of the very first order that needs authorization (30,000 vials is about what they have on hand now), and if they fail to get approval then they have enough to continue trials and if needed they can adjust the secondary order of 2-300k vials due in late August. And don't forget AGC bio in Seattle.
If their existing plan falls in place then 30k plus whatever they can spare from what they have on hand now would create a pretty nice start to filling the early supply train. 30 days later they pour on the gas with 2-3 hundred thousand each month after. Besides, it will take 30 days until late august to ramp up the whole thing anyway. And doctors are an odd lot and reluctant to just change what they think they know (a very human trait compounded by fear of liability).
The cytokine storm will soon be replaced with a leronlimab storm in every sense of the word and the doctors will get run over if they don't get on board. A boy can dream, right?
