This happens all the time in the OTC - it will either get reinstated at the open on July 23 or not depending on the outcome of discussions between the SEC and $TMPS about what each party is willing to accept.
Sometimes, when the filings are delinquent for so long, the SEC is happy just to have the last annual and current year quarterly reports instead of everything in the backlog - which is easier to accomplish.
