Medical peeps - isn't tocilizumab similarly constr

Medical peeps - isn't tocilizumab similarly constructed to Sarilumab, who's severe phase 3 trial was just halted due to failure to meet primary & secondary endpoints? If so, I doubt the feds would start touting that right now.
