Very astute observation.

I am always surprised when Chen's call is taken and he asks a question that has already been so thoroughly covered that he must have been asleep to have missed it.

And he appears to be asking redundant questions not because he is seeking confirmation or clarification (which happens) -- he asks as though the topic has not been covered at all.

Look, I get it. He was probably assigned this little OTC stock and he's just going through the motions. Furthermore, sell side analysts are being very publicly rated based on the accuracy of their price target projections.

However, repeatedly choosing a price target just pennies or nickles above the current trading price is just plain lazy. He probably doesn't want his reputation dinged by an OTC stock whose price is routinely and blatantly manipulated by Market Makers and shorts, sometimes seemingly working in conjunction with each other.

As for the current downgrade to neutral, I would say that is equally a safe move for him based on the company's high probability revenue drivers. After all, excluding everything on the horizon that is both exciting and speculative, one could make the argument that we are already trading in the range of anticipated early Combo HIV revenue.
