The FDA might generally take 2 weeks to release their review of data but it doesn't actually take that long to compile the data. It probably takes less than an hour if they really want to know the results like in this case. So Trump could definitely be talking about leronlimab. Considering that he has talked on several occasions about an HIV drug that is promising, it's very realistic that he is talking about leronlimab. Also, I was under the impression that data was unblinded to the FDA for the entire time the study is going in case they need to call off the study because it isn't working and it is causing harm. So they might know how the severe/critical is progressing as well.
