I've been think and saying the only reason that Mexico is doing the trials, is that they approve before other geographic locations, so they can have their hands in the supply before others.
And the only way that they are going to approve this is to approve pending a purchase agreement. Other than that, they would have waited on US results.
In the other hand US wouldn't want to be stuck empty handed, and also it wouldn't look good for Trump, so FDA and Trump admin, if thinking my way, would need to giddy up.
