Per PR from 5/22, peptides need to pass Quality Assurance testing first before testing against infected blood...so, maybe the Quality Assurance testing is not done yet...

Once the peptides pass Quality Assurance testing, they will be shipped to the clinical laboratories conducting the “Ex-Vivo” Human Immune System Screening Program using blood and plasma samples from patients who have recovered from COVID-19 that have already been collected and stored for the screening program.

Poised to start means it has not started, in a fairly definitive way. If that is not where they are, it would seem he could have stated this differently, while making a public statement.
So, intentionally or not, he has implied we are at a standstill until funding breaks.
