That is what I think Xi did, and the worst of the action was done during the week of the Chinese New Year that began on January 25. Knowing that the COVID-19 virus was eating away inside China, Xi allowed more than 10 million Chinese mainlanders to travel around the world as occurs every year. This doesn't mean there weren't earlier occasional exposures but that the absolutely massive one can be tied to that week's actions in the US, EU, UK, Canada etc., places where there are many family connections with mainland Chinese, as well as business and tourism activities. Plus, most people appear unaware that China has really large scale business and investment in Africa and Latin America. As recent reports indicate, the virus is still spreading in China with a major outbreak in Beijing and elsewhere. China's economy is also tanking. In my mind the Chinese committed a deliberate act of war. China has now shown what it really is, and Western nations need to carefully but aggressively extricate their business activity from China. The Chinese people are fine, but the CCP is malicious and ruthless.
