I usually circulate this video about every 3 months to remind people about trading OTC Securities. YouTube usually removes it and it pops up somewhere else with lower video quality, but listen to what this guy says. This is all true. The only thing that he fails to mention is that the CEO (Issuer) can also release shares at any time thus hurting the current shareholders depending on the company's standing. Dilution of shares will always lower the share price regardless if a pump is going on.
