Honestly I don't know the answer to that but you have to think certain teams and CEO's are running each company. When it comes to conglomerate, there is a head CEO of the WHOLE company, then there is CEO's that run those subsidiaries. Doc can't run them all and fill out all the paper work. Which is why I feel we can't blame him entirely for a minor mishap on paper work regarding the Medicare application.
Perfect example Lauren Herron is listed at Executive Director of Wellness Rx Corporation. Most likely meaning she is the CEO of that specific company. Dr Dalton would be her boss.
