Agreed. in OTC land most investors are retail investors with limited funding. They purchase the stock when is going up. Once the PPS reaches the short sellers PPS then they will use the trick you mentioned in your post. By that time the retail investors has invested the money and the volume starts to dry up. New buyers are scares. Then we will see the PPS started going down. This has been going on for ages in OTC land.
These shorties have limited capability in big market since they have to deal with mutual funds and hedge funds with full of cash.
The only way to get ride of this issue is DOC drops the hammer and kill these bastards.
