Yeah, when you see the bid higher than the ask, that means whoever is on the ask is not filling, and the system has a feature where the higher bid will display after a short time because it recognizes there is a problem with the MM on the offer. But these guys are not having technical problems. They are intentionally locking the quote and forcing it to go down.
