Dr Dalton could have gone current on the OTC anytime before Hope Global in May 2019 and chose not to. i.e. Any time from Jan 2, 2019 to May 28, 2019
Dr Dalton stated near the end of 2018, that all the paperwork was completed and ready to go. Ask Mikeyt and Junebug. (I do not have the exact quote)
He is NOT going to do that now - that move is long gone.
