However, it does not take into account the millions of people that stayed home and/or practiced really safe social distancing.
There must still be a vulnerable population within that group that has not yet been exposed to the virus, and who will likely get very sick when they abandon (or a family member abandons) social distancing conventions.
Unless, of course, people believe the virus is no longer in the general population.
