That "delivery" means actual fuel delivery on tasked missions.
The winning bidders will be announced way before that as they have to complete all the Initial Flight Clearance activity - practice tanking with the relevant aircraft types - both with and without fuel - before being able to perform missions.
Of course, Omega has already completed all the IFCs on the work it is doing already. The completed it for the newest aircraft - the E-2D - in March 2018.
In addition, the recruited pilots in command also have to get 100 hours on type - all of which can be done in a simulator (that was in other parts of the various documents).
$TMPS can do that for the Tristar in the simulator owned by the other US operator of the Stargazer Tristar.
Alternatively, the could recruit ex-RAF Tristar pilots who went to the airlines when the Tristar was retired and now would like to immigrate to the USA via the EB-3 Visa process - particularly if they are currently unemployed on a last-in - first out basis with their airline. That may be what Tristar Air UK Ltd is all about.
