The Federal Government DC operates under Maritime Law or sometimes called Admiral Law...I know you have a problem understanding that...and that State Law is subservient to it as a Union of States under 1 Constitution and Bill of Rights
Nefarious player's are but 1 in many...Seems everyone wants their own HOOD and laws.
