Since the intent is to get interest from prospective licensees, I think a PR is justified. Better chance to get fair value out of the deal if there are many bidders. Of course, if there is already a deal close to closing (I don't think so), then yeah, why bother spending the money.
I'm hoping for a PR. Without one and as a tiny pink sheet company, I feel as if the Company is like a lone swimmer in the Pacific Ocean trying to get the attention of big boats as they cruise by a mile away. Any help we can get in getting their attention, the better.
