I know of a family of 5, all of whom have all the symptoms of the virus, confirmed by their doctors, but who told them not to go to the hospital for a test because no tests were to be had. Told them "wait until someone has trouble breathing, then call 911."
So if one of them had died, the government doesn't want to count them, because the government couldn't provide a test so therefore they must not have had it.
