I guess I would think it would be material for a company like this to be declined on what would effectively be $XXMM in funding for an $XXB opportunity, so an 8-K would be in order... and that they would get an official letter if the BARDA app is truly declined.

If BARDA comes back with additional info requests and the application stays open... then we would probably sit in the dark for a while... sigh...
