Reading the write ups it appears they place a premium on manufacturing experience, capability, size and a scalability.
Given the types of companies awarded (BF) and focus on manufacturing I would say we must brace ourselves for a rejection. BARDA doesn't want to deal with a good vaccine( there are a lot to choose from right now) from a company that doesn't have the established supply chain necessary to rapidly produce millions of kits.
You don't just start rolling this stuff off the production line. There are so many variables that need to be accounted for and problems than can arise that your team has to know intuitively how to deal with to keep the line moving. And unless you have the experience in scaling millions of kits like BF, BARDA is probably not going to waste its time or money taking a chance on small unknown OTC understaffed long shot no matter how good the science is. BARDA will take the 70% solution and run with it because its "good enough"
