Here's my read: they filed the BLA and were told they needed a couple changes / updated results before the application would be deemed complete. So I would say it's fair to both say it had been filed AND now say it'll be complete Monday. If he had thought to use the exact language - well actually I'm guessing someone would still find a way to write a hit piece.
