Because even though it kind of sounds like the oncologist is being a jerk, it's not fair to assume that and start naming names. People would definitely start jumping all over that person without knowing all the details.

I don't believe the oncologist is being willfully ignorant or purposefully holding back her chance for any sort of nefarious reasons. Being treated in one country and attempting to start a drug trial in another country must bring about a lot of logistical issues. Perhaps an EIND (or whatever that would be called for a person in the UK) would be best. She wouldn't need to travel and they wouldn't need to do any additional testing that goes along with the trial protocol and is necessary for her to be a part of it. I don't believe in going around the experts, but if there was ever a time to game the system in her favor now would be it. *I'd be trying to find a doctor willing to give her a coronavirus diagnosis so she can get it that way. I think we all know NP will do whatever he can, assuming a legal channel opens up.

*I'm not recommending she break any laws. I'm just saying that I (me, personally) would be trying anything that might work, no matter how risky or remote. My dad died of cancer a couple years ago and was too weak to go through the crazy chemo "hail mary" they would normally consider trying. He developed Guillan Barre, which made it difficult on him and left him weaker than normal. If there had been a chance something like Leronlimab would have been an option I'd have broken any law I could find to give him a shot at living.
