Under Continuing Resolutions (CRs) all Federal Departments/Agencies march in place procurement wise for adding new (non emergency) items in the standard 18 month procurement pipeline. Now fact check me. Research just how many CRs we had until passage of the last Federal Budget 9/30/18. Now do you understand the delay in SFOR product getting in that pipeline? DC politics!
