I feel like this issue comes up a lot. It’s a compassionate thing to do, asking for approval to use an experimental drug in an emergency. To the layperson, (and I l know he’s not a layperson but unless we’re being anal retentive about it...) emergency use and compassionate use are basically the same thing. A last resort. I’m sure he just means EIND, especially since there is no compassionate use approval yet.
