There is science, the American people, govt., and medicinal practice
The way it should work is that the science is taken in by the Government (FDA, NIH …), analyzed for need, regulated for safety and efficacy and released to the medical practice so it can be prescribed for the well being of the American people.
Problem is there are LOTS of money involved. I live in a city where, if you are not a lobbyist, you are making pennies and are perceived like a moron.
There are only two developed nations in the word that allow consumer advertising of TV by pharmaceuticals: New Zealand and the USA. The USA expressly forbids negotiation between manufacturers and Medicare and don't regulate drug prices overall.
So … the way it should work does not work. I am not complaining, nor I am acusing anybody. ll I am trying to say is that I don't think there is impartiality for one simple reason: there is LOTS of money and influence involved.
If in doubt just look what happened with GILD trial, how was it changed midway (originally, the study was designed to rate participants’ health on day 15 and day 29 of treatment)?? Why (Hint: they knew what the result where as they went along). How come that now Remdesivir will probably be SOC ?? (after the very weak results), really ???
There is lots of information out there. Me, I smile and remember what my dad used to tell me when I was a child:

We will need to deal with FDA, NP has learn to make deals with the Devil (in our benefit), and we, as investors, need to make sure that they know that we know. In this, I fully agree with you PTM1:

I wish FDA had more of the former and less of the latter.
