I believe there is some validity in the notion that we may have a huge multiple - by a factor of 50x- of people who have been exposed. If those are asymptomatic, they really don't need a $1,000 shot. Also, there is almost no risk for persons under the age of 25, so don't look for that portion of the population to get treated unless they have preexisting conditions.
