The countries like Norway and Finland and New Zealand that jumped on this quickly and avoided the kind of utter disaster we have here -- they didn't aim at testing 2.6% of the population. They tested everyone who had a remote chance of having been exposed, and that's why they have had such a low number of lives lost.
The U.S. response has failed badly. 2.6% testing rate -- absurd.
