Correct me if I am wrong, but doesn't a share buyback need to be announced and made public before any shares are bought back.
The moment such an announcement is made and we know the company has money to do so, the share price will zoom way up, before any shares are bought back. Thus much fewer shares will be able to be bought back.
In my mind, share buybacks begin when a company has lots of extra profit on a continual basis, or like you say, receive the $9M from ACS. If we do get the $9M, a lot of it will need to be used to pay off the toxic financing. or other financing that replaced the toxic financing.
