This means that negotiations to proceed with a MAC - against the known fact that Omega is incapable of meeting the USN / USMC stated requirement alone - are continuing.
Omega's intent to increase it's capacity by recently flying the old B707 civilian airliner - previously owned by the former Romanian dictator Ceaucescu - from Georgia - where it had been stored since 2012 - to Texas for conversion to a tanker will not have an impact. One B707 added will not increase Omega's capacity sufficiently to meet the USN 's requirement stated in the draft Request For Proposals (RFP) - which is the only version released to the public so far.
The extension of the negotiation period will allow both $TMPS and Omega - the only current civilian owners of airliner size tanker aircraft worldwide - except for Airtanker UK which is for the RAF only on a 27-year contract for $3 Billion - to provide the requested detailed information on start-up costs, aircrew and groundcrew recruiting timescales, entry into service dates etc.
Note that the TRANSCOM / USAF Air Mobilty Command (AMC) contract opportunity - reference TRANSCOM18R013 - for which bids may be solicited in June 2020 - also contains an element - 30% - for AAR by the "hose and drogue" method - the type the $TMPS Tristars are currently capable of.
It is my view that the USN MAC opportunity end-date has been chosen so that if agreement is not reached by then, the element of the USN requirement currently covered under CAS_AAR_RFI may be subsumed by the much larger and longer term Joint Service TRANSCOM requirement led by USAF Air Mobility Command under TRANSCOM18R013.
