Testing at any scale has devolved to the states given the complete abrogation of responsibility at the national level. Texas is way behind the curve in getting started in taking this seriously. If Texas wants to play catch up, this could be a tool to jump start that effort while at the same time putting them out front as a leader in the application of science and technology. It looks like they are positioning themselves to become a model for other states.
