Contemporaneous record of manipulation attempts for inclusion in a possible SEC report:
Manipulation attempts by low level flippers trying to buy on the bid have been ongoing on $SKDI since November 2019.
The modus operandi observed is - whenever the ask is not hit hard enough - to walk down an artificially low ask apparent 'loading wall" - often more than 1-tick below the actual previous ask - sometimes as much as 5 > 20 ticks [eg .0059 below .0079].
If it is at a price that they can still make a profit on if bought out - sometimes as little as $50 - they leave it there to get bought out.
If they have not managed to replace the shares by buying on the bid that they are offering on the ask, they will not want to loose the shares on the ask just before the next surge up - so they will retreat the ask if the bid closes up and / or the ask is partly taken out.
The scammers who do this are easily identified as they are usually the repeat bashers on the amateur forum iHub - and a check of their posting history shows that they do it on a number of stocks.
Top tier traders who are capable of keeping a mental record of what volume was bought at what price are able to defeat the basher / scammers by setting "hail mary" buys way above the 'loading wall" - large enough to take out the next few prices prices to the upside - quicker than the scammers can cancel their orders. The basher / scammers are then left either having to chase and buy on the ask or miss out on the large profit opportunities on the surges.
If necessary, a report can be filed with the SEC - as conspiracy to affect the price of a stock is a felony. It is easy for the SEC to detect who placed orders to put up artificially low asks for no apparent reason after buys higher or for little or no beneficial gain - or small paint downs into the bid.
A pattern is emerging on iHub of serial scammers posting repetitive bashing posts about $SKDI [albeit nonsense ignored by most competent traders] and demonstrating "conspiracy" by commenting / agreeing with each others posts - even when a new arrival knows nothing about the stock [like "Bionic Man" today] and neither have any credible record of success in the OTC trading world.
Suspects who should have their trading records checked during any SEC investigation I might initiate - for order placement - are iHub IDs:
"pennystockpro32" - repeat offender on multiple stocks daily - so may be under the direction of a shorter.
