How long does it take the FDA to respond to a BLA?

How long does it take the FDA to respond to a BLA? And why isn't a FDA approval required before providing a positive response to it? Forgive the ignorance. I came simply for the COVID-19 pop and figured I might as well look around while waiting for it.
