If I am not misinformed, FDA already approved hydroxychloroquine or chloroquine for emergency use for Covid-19.
This means that pharmacists in N.Y. CAN dispense hydroxychloroquine or chloroquine when is written as prescribed for a US Food and Drug Administration (FDA) approved indication like COVID-19.
