I understand what an FDA and ISO manufacturer is. That doesn't answer the question of why the contractor hasn't ponied up the funding to by equipment for this monumental expansion.
On the second point. while money is important you are wrong. Making a good investment in any company that does a public good can coexist. With COVID-19 I think health takes precedence. Everyone, even those with a minimal risk profile, knows a relative or friend that can be affected by this.
