That’s one of the purposes for BARDA’s existence. Fortunately for the world, BARDA doesn’t get much well known use but those in the Public Health Arena and Military Medicine are happy to have it. BARDA has been used for Ebola, H1N1 and a few other biological warfare concerns to develop counter measures where the only possible, and likely investor, is the federal government. It doesn’t mean we can’t make a profit, it just means Uncle Sam is helping out for the greater good.
If Brilacidin shows some effectiveness for the novel coronavirus, uncle sam will place an order and make sure it’s added to the National Stockpile. ALSO, while at the lab I would expect it to be tested against other biological threats, and if successful Brilacidin will be the biggest government contract ever. Subsequent to that, other countries will place their orders... hold on to your hats!

BARDA was created to address gaps in the U.S. Government medical countermeasure development and procure- ment process and to bridge the “valley of death” that separates candidates identified in early research from potential FDA licensure/approval by providing fund- ing, technical support and services necessary to ad- vance candidate products through the developmental pipeline”.
