Yeah, I believe a lot of people missed the details in that December press release tipping off the upcoming filing. I think it was partially due to the fact that the PR started out all about the new financing agreement. People thought the first half pretty much covered it.
Since the two subjects were directly linked as a result of the GHS requirement for 2.5 to 3 times the available funds, they went into the increase in available shares in the lower half of the PR. I think many just forgot to go back and finish reading it through.
The other part of that oversight was most likely because investors were busy scanning for big PO/distribution news, so they quickly processed the fact that a better financing agreement was negotiated and moved on. It just wasn't the big news investors were eager to see, or especially flippers, who just wanted news that would jump start a run up of the pps.
