He said similar in emails to me yesterday. I personally have my doubts that he knew all along, as that would make his communication before the div that much more egregious.
It feels more like lack of understanding of the details that we have seen before (Veneto, etc) vs. intentional to me. I think this was news to him maybe Friday or Monday... but I'm just guessing.
