Started to read this and spotted:
"TRANSCOM Commercial Air Refueling Program (TCARP) provides Air-to-Air Refueling (AAR) services to the United States Transportation Command (USTRANSCOM) validated customers. The contractor shall provide all personnel, training, supervision, fully operational equipment facilities, supplies and any items and services necessary to perform Air Refueling Services. The Contractor shall provide “Boom” (~70% of requirements) and “Hose and Drogue” (~30% of requirements) type refueling services utilizing Contractor Owned Contractor Operated (COCO) aircraft."
My opinion:
The 30% element for "hose and drogue" (US DoD terminology) / "probe and drogue" (UK manufacturer terminology) is higher than I anticipated - reflecting the USN's current reliance on the USAF legacy fleet to provide a significant portion of the USN / USMC requirement, the increase in Special Operations Command aircraft using this method, and the declining number of heavy bombers using the "flying boom" method [for which the KC-135s were originally designed. I previously had 10% > 15% in mind.
This reinforces my opinion that if the initiative is proceeded with and a major contractor such as the Airbus submits a bid to be the overall lead contractor with predominantly new build A330 MRTT - as used by the RAF which has a totally contractor owned fleet of 14 aircraft for 27 years for $26 Billion via Airtanker UK - there may be sub-contract opportunities for Omega and $TMPS for many years until at least the required size new fleet of A330 MRTT and or A400 MRTT can be built.
