In normal situation yes , but virus that contagious by occasional human contact , breathing , coughing , sneezing , touching , etc , significant mortality , and no good treatment ,
they will approve as fast as possible ..
If there is still problem with COVID-19 , IMO very good possibility for vaccine before end of 2021..
No country want this type of epidemic ...
