Trading Summary - February 11. Excellent progre

Excellent progress today as traders grabbed all of the few offered shares left under .2000.
The top traders of $TMPS - who follow all developments with the ongoing US DoD AAR shambles that will persist for the next 20 > 30 years as the USAF attempts to replace the ageing Cold War legacy fleet of KC-135s and KC-10s (see my briefs in stickies) and the USN has an ongoing shortage of capability that continues to grow - clearly decided to add more today.

Ahead we have the USN having to let a new contract by March 31, 2020 - their preference being for an "all hands on deck" Multi (company) Activity Contract (MAC) - which would probably by definition involve both Omega and $TMPS as the only immediately available owners of military tanker fleets - over granting yet another extension to just Omega.
In addition, US TRANSCOM was already been reviewing to what extent contracted out non-operational AAR tasks (training, trials, exercises, routine overseas deployments etc) might be carried out by contractors. Although the USAF uses primarily the "flying boom" method of AAR, a number of their tankers are dual "flying boom" and "probe-and-drogue" used to refuel USN / USMC aircraft and some NATO aircraft. The $TMPS "probe-and-drogue" tankers would be suitable for these tasks.
Airbus may consider making an offer to US TRANSCOM for building a large "new" contracted out fleet - obviously with significant lead times - and might scoop up all smaller existing operators such as Omega and $TMPS - either buying out or sub-contracting until state-of-art A330 MRTT could be built (the aircraft the RAF has under contract from Airtanker UK and the aircraft the USAF was due to get 11 years ago until Washington political vested interest screwed everything up).
On February 10, the USAF FY21 Plan called for the early retirement of a number of KC-135s and KC-10s - making contractorization of part of the its task even more likely.

Nothing is now being offered under .2000+ - indeed very little is being offered under .7500.
The Industry Day for a potential 2020 CAS AAR MAC to replace the extant contract awarded to $TMPS (but larger, multi-company and for twice as long) was held on September 12, 2019.
US TRANSCOM is now in agreement with the USAF that contracted out AAR should be considered to alleviate the shortfall in availability caused by the numerous, long delays to the KC-46A tanker program and has already held an Industry Day which was attended by 12 interested companies. Some of these will be the manufacturers for new build and some may be operators of Red Air aggressor aircraft considering using buddy-buddy pods or buying ex-military tankers to expand their operation - Omega and $TMPS remain the only US companies owning military tanker fleets).
The new (from Nov 2019) Government website beta.SAM.gov shows that it is still the USN's intent to award a Multi (company) Award Contract (presumed to be $TMPS + Omega as the only companies in the field available in the timescale) for AAR in DoD 2020 Q2 (which starts Jan 1, 2020).
Keep an eye out for developments on the future contract to be awarded on / after January 1, 2020 up to March 31, 2020 (latest).
Companies interested in being considered for inclusion in the 2020 MAC were required to provide inputs to the USN by January 8, 2020.

The deadline for those companies interested in being considered as part of the 2020 MAC to provide information requested by the USN - and / or to comment on the Draft Request For Proposals (from the USN to interested companies for them to bid against) has now expired.
The next thing we should see is an update at the Federal government website showing the actual final version RFP.
Also watch for any developments in the UK with wholly owned subsidiary Tristar Air UK Ltd and / or work on the Tristars.
