That does not say what you think it means. "Registered", "serialized" and " associated with a cryptographic hash identifier" are separate things.
There is an optical reader. The QD in the tag are organized in some one of billions of colors, patterns, or shapes and the tag is read and registered optically. Because it is optical and unique (one of billions) it is uncopyable and immutable. Because it is not cryptographic, it cannot be hacked.
