You are correct, he spoke quite slowly and clearly. Now...is this because the cup was not in the background? Perhaps the cup makes him nervous? 
Still, doesn't excuse a complete blow-off of the BLA. Good news on another front does not mean he can just ignore what he told us was on track. One has to be able to walk and chew gum at the same time.
