Looking at the buildings, they appear to be at almost the same status of construction, same number of floors, etc.
The top floor on the building to the right has the floor complete in the photo from what I can tell. The fly over has the left portion of the 6th floor floor not complete.
That difference in floor installation could be a matter of 1-2 weeks of work.
I don't think the two times are more than 4 weeks apart at most.
As for difference in ground color is odd. The flyover looks like dirt, whereas the photos appear to have grass. Maybe what looks to be dirt is just brown grass.
